Owner's Engineer for the development, procurement and construction of the Jersey EfW facility on behalf of the States of Jersey to dispose of all of the island's residual waste
The States of Jersey recognised that the Island’s Waste Strategy would need to be revised and modernised to provide adequate service on an environmental, commercial and energy basis. A new waste strategy was launched in 2005 based on a full waste options review and a system of recycling and energy recovery was proposed to treat the island's waste. The solution is based on the construction of a new energy from waste plant that has capacity to process up to 105,000 tonnes of residual waste a year. The facility accepts all Jersey's inert non-residual waste, after recycling, and replaces the three-stream incinerator plant located at Bellozanne which has processed the island's waste since the late 70s.
Fichtner were contracted in 2001 by the Jersey Transport & Technical Services department to complete a review of waste strategy for the Island, including the development of concept for treatment and disposal, economic assessment and procurement options. Options considered included composting, anaerobic digestion, gasification, pyrolysis and incineration.
Fichtner also provided support in the development of options for treatment of the Island’s green waste including site selection, review of technology options, production of preliminary designs and site layouts.
Fichtner assisted in the preparation of waste strategy for the Island which was published in 2005, and project management for the development, permitting, and procurement for a new energy from waste facility on Jersey. The EfW facility will produce 10 megawatts of power, equivalent to 7% of the island's electricity usage and is funded in full by the States of Jersey.
Fichtner’s project development role included preparation of EfW specifications, support for siting, layout engineering, 3D model for visualisation of the proposed facility, prequalification of tenderers for the EPC contract, preparation of the environmental permit application and putting in place the necessary regulatory framework, and conduct of the tender process.
Fichtner was Owner’s Engineer and technical advisor, providing Enabling Works Management, EPC contract management and full time site supervision to the States of Jersey in the development and implementation of the 2-stream EfW facility to deliver secure future waste management on the island. EfW Enabling works were completed in March 2009, and the plant is currently being commissioned, with handover achieved in August 2011.
